Web 2.0 refers to an improved world wide web with more user control (but not any specific technological upgrade).  Weblogs, wikis, rss feeds, podcasts, etc. are part of this, and sites incorporating said features are usually developed with AJAX, Flex, or other similar rich media development tools.
